Living with Fire at steel industry

The people who work basically in Bangladeshi steel mills, having a terrible life with extreme hot and deadly fire. They earn only taka 150-200/= ($2-2.5) per day. The only reason to stick with this life is not having scope to other jobs. It is true that they are here to get relieve from poverty but the owners can give safer work place for them. They have insurance but it works only after any misfortune. Is only insurance is the solution for their lives?
