Who is responsible, Doctors,Administrative staff, truusties,hospital

A Baby was declared dead by doctors in hospital & after many hours it was alive. Is't this horrible. Everything for its final formalities was ready & its live.

What the parents should do? whoom to blame now?

Medical line is going business mindeed day by say. No one cares about patient . Just the money what matters. It is really something we all should thing & take action for.
