The main aim TCO is to provide consultancy services to small and medium entrepreneurs at reasonable / lowest rate. These TOC are spread all over the country. 

TCO provide under a single roof a total (whole) package of services particularly to the small scale sector. These organizations also render consultancy services to various states –level development and financial institutions engaged in the task of promotion of entrepreneurs and industrial development of the concerned areas. These functions include-

a)      to identify industrial potential

b)      to prepare project profile, feasibility reports and pre-investment studies

c)      To prepare detailed project reports and where called upon to render turn –key services in project implementation.

d)     To identify (capable) entrepreneurs and to provide them with technical and management assistance

e)      To undertake a techno –economic appraisal

f)       To undertake market research and surveys for specific products

g)      To undertake project supervision and give technical and administrative assistance
