The UN estimates that flooding has renedered an estimated 4.6 million without shelter. Aid has been slow to the affected areas and met with resistance from the Pakistan Taliban.  Elites in media and politics have stated how the response time in this situation could be held against the US if a stance is not made soon, allowing for the insurgents to use this to influence public opinion.

So far only a portion of the UN's suggested 460m amount has been collected.

Attacks signal that the insurgents have not given up there campaign against the state, despite flooding. According to the International Herald Tribune, there is concern that the insurgents are taking advantage that the governments attention is elsewhere.
