J&K CM warns stern action against lapses, inaction on the part of the officers
Srinagar July 19 (Scoop News) - Jammu & Kashmir Chief Minister Omar Abdullah Monday made it clear that he will not tolerate any short comings or failures on the part of the officers in translating the decisions taken into action and implementing these faithfully and sincerely. “I will not take any excuse on this count” he warned.
Omar Abdullah pulled up the administration, talking tough on implementation of decisions taken in the district development boards and other meetings.
“No excuses will be taken about the failure or delay in the implementation of the decisions and whosoever found guilty would be taken to task” he said and directed the administration to be prompt and responsive to the public demands at all levels.
The Chief Minister announced a Monitoring Cell in his Secretariat, to be headed by the Principal Secretary to Chief Minister, to monitor the status of progress on various decisions taken at meetings chaired by the Chief Minister including District Development Board and public meetings. “The Cell will monitor the implementation of decisions on monthly basis and prepare a status report. Action will follow for any lapse by the concerned functionaries on this count howsoever high he may be” he maintained.
Omar Abdullah said this while chairing Srinagar District Development Board meeting here when some legislators brought to his notice that implementation on some decisions taken in previous Board meetings was at a snail’s pace.
Omar Abdullah called for modifying the guidelines of Sheri Kashmir Employment and Welfare Programme for Youth (SKEWPY) to expand its coverage ambit.
“It has been observed that some conservative provisions of SKEWPY prevent overwhelming majority of youth to get benefit of the scheme, as such, there is urgent need of making the guidelines easy and smooth”, he said and asked for revisiting the provisions meant for providing voluntary allowances to unemployed youth and other aspects for necessary modification.
Chairing the District Development Board Meeting of Srinagar District, at SKICC here, the Chief Minister also directed the Planning and Development Department to constitute a Task Force and finalize a comprehensive and concrete package for the betterment and economic welfare of artisans.
“There is a substantial population of artisans associated with various handicrafts who require immediate attention to better their lot and help their economic growth and development” he said.
“You should coop, J&K Bank, handicrafts, handloom, industries and other departments in finalizing a comprehensive and economically viable package for these artisans” the Chief Minister told the Planning Department.
Omar Abdullah hinted at a new Constituency Development Fund (CFD) scheme to make legislators more empowered and enhance the ambit of the scheme. “Under the new proposed scheme the CFD can be raised from present level of Rs. 50 lakhs to over Rs. 1 crore, earmarking funds for different sectors to ensure balanced development of all sectors in a particular Assembly Constituency” he said, adding that the scheme is under the active consideration and its efficacy is being worked out.

The Minister for Rural Development, Ali Mohammad Sagar speaking in the meeting underlined the need for enhancing Srinagar District Annual Plan and providing special package for speedy development of basic amenities in the city.
