Seminar on sensitization of legislators on National Rural Health Mission held in Jammu



  Jammu, February 4 (Scoop News) -- Speaker, J&K Legislative Assembly,   Mohammed Akbar Lone Friday said that National Rural Health Mission (NRHM) Programme has picked up in the State with all health institutions being equipped with latest diagnostic facilities and medical gadgets.


            The Speaker was speaking at a one-day Seminar on sensitization of Legislators on NRHM, held in the Legislature’s Central Hall here today. The seminar was jointly organized by the State Health Society (NRHM), J&K and Indian Association of Parliamentarian on Population & Development (IAPPD), New Delhi.


             Lone said the main objective of the flagship programme is to augment health facilities in rural areas to bringing down the mortality rate and ensure institutional deliveries in the nearby hospitals. He praised health Minister,  Sham Lal Sharma for efficient monitoring of the programme at grass-root level and improving medicare facilities in general.


             Lone thanked the Chairman of the IAPPD and veteran Parliamentarian,  Sat Mahajan for organizing a very informative workship for the legislators of the State, saying that the law makers have to play vital role in further improving the execution of NRHM programme.


            The aim of holding the seminar is to sensitize the legislators about the ingredients of the NRHM progamme and its proper implementation on ground so that the benefits of this flagship programme percolate down to the targeted population. The role of the legislators is vital as they are responsible for its implementation in the health institutions falling under their jurisdictions in the capacity as Chairpersons of the Rogi Kalyan Samities (RKYs).


            The Chairman, IAPPD,  Sat Mahajan, Executive Secretary, IAPPD,  Manmohan Sharma, Deputy Chairman Legislative Council, S.  Arivinder Singh Micky, Minister for Health and Family Welfare,   Sham Lal Sharma, Minister for Law, Justice and Parliamentary Affairs,   Ali Mohammad Sagar, Minister for Medical Education,  R. S. Chib, Minister of State for Health and Medical “Education,  Javed Ahmad Dar, Legislators of both the Houses, Member Management Board, Social Reforms GFK, NRHM (County Scenario) Prof. P. P. Talwar, besides Principal Secretary, Health and Medical Education, Dr.. R. K. Jerath, Secretary, Assembly M. Ramzan, Secretary, Legislative Council,  M. A. Shah, Mission Director, NRHM Dr. Yashpal Sharma and other senior officers of Health department and Assembly Secretariat were present on the occasion.


             Sat Mahajan highlighted the overall scenario of NRHM in the country with particular reference to J&K State, saying that the indicators are showing improvement especially in checking the Infant Mortality Rate (IMR). He also deliberated on the issue of Material Mortality Rate (MMR) and Total Fertility Rate (TFR) since the launch of NRHM programme in the country. He threw light on every aspect of this flagship programme and suggested certain measures to improve health scenario in rural areas.


             Mahajan said that legislators have great role to play in implementing this programme as they are the Chairpersons of the RKYs and must pay full attention on its monitoring.


             Sham Lal Sharma sought cooperation of all the Legislators to further improve medicare facilities in their respective areas.  He said the feedback of the legislators will help in plugging the gaps to improve things on ground.


            He asked them to hold Rogy Kalyan Samiti (RKS) meetings once in every fortnight for efficient functioning of the health institutions of their areas.  He said Government has placed adequate funds at the disposal of each institution to improve the facilities and meet emergencies.  He asked the legislators to personally monitor the activities of the institutions in their jurisdiction for achieving better results.


            Conveying his gratitude to the Members of IAPPD for holding such an informative workshop at Jammu, the Minister said that the experience gathered in the seminar will go a long way in achieving the goals in improving the healthcare system in the State.  He said the suggestions made by the experts would be utilized as essential guidelines to implement things on the ground.


             Micky described this seminar as a historic event and hoped that the experience gained from it will be utilized for the better implementation of the NRHM programme. He thanked all the participants for making this progrmme a success.


             Javed Dar maintained that NRHM programme has proved very useful in improving the health scenario in the State. He hoped that the interactive session will go a long way in further improving the healthcare facilities.


            Dr. Yashpal Sharma gave a power point presentation on the achievements of the NRHM programme across the State. He requested all the legislators to personally monitor the activities of the programme to avail its optimum benefits. He apprised that all the institutions are having lot of funds which needs to be spent for strengthening the facilities judiciously.   


            Various legislators also spoke on the occasion and shared their views on the subject and suggested measures to improve health facilities in their areas. They expressed happiness for holding this seminar which have enriched their knowledge on NRHM programme.


The legislator those spoke included, Dr.Mahammad Shafi Wani,  Mrs. Indoo Pawar,  Nazir Ahamd Gurezi,  Jugal Kishore, Mir Saifullah,  Jahangir Hussain Mir, Syeed Bhasrat Bukhari,  Ashwani Kumar Sharma,  Nizamu-din Bhat, Engineer Abdaul Rashid, Ch. Zulfkar Ali and  Narboo Gialchan.
