Will Shaleen deliver or succumb to corrupt pact of DTE



 Delhi / Jammu and Kashmir: Joined on March 15, Mr. Shaleen Kabra (IAS) would have prove his competency to deliver in prevailing nexus of corrupt officers from civil secretariat to Directorate of Technical Education (DTE) department, which his predecessor Vipul Pathak failed to. On the arrival of annual darbar, complainants move to higher authorities to appraise the injustice meted upon them for six month in the absence of darbar.


This year one of the aspirant anxious to get job as councilor cum instructor in ITI College for women in Jammu also moved an application to Commissioner-Secretary DTE, Mr Vipul Pathak. Alleging corrupt practice in selection while denying meritorious candidates their right as per the norms set by the concerned department. Aspirant in her written representation had mentioned that two other candidates who had secured low merit in comparison to her were appointed where as she was not for the reasons known only to directorate.


On receiving the representation Mr Pathak assured justice but till March 15th in three long months was not able to get even response of the representation from entire department, especially, from directorate of DTE. Deputy Secretary, Mr P L Attri while enquiring about the status of representation was informed by his subordinates that letter in the regard was sent to director DTE more than a month ago and no reply was received till date so far.


Director Mr, S C Swahaney said that Isha, the said aspirant falls below the merit and that is why she was not selected. But as far as, accountability and soothing to ears terminologies, prescribed by dynamic chief minister for bringing transparency in the system lacks, as director failed to reply to his higher officer in a month or more to prove his point, at least to satisfy the aspirant.


Ms Isha with 94% was denied opportunity to serve as contractual for unknown reasons, whereas as other two candidates with 92% were given chance. She asked that does chief minister and MoS DTS owe a responsibility to clarify or they believe in only lip services in terms of rehabilitating the educated youth. If yes, concerned should come forward with list and details of employment, she asked. At the end of day, billion dollar question is where the RTI stands under such circumstances does and how come one expect correct answer from the concerned department.
