Chitrali passengers strongly condemned NHA inhuman policy

Chitrali passengers lamented NHA dual policy. Poor performance. CHITRAL: As the only land route connecting Chitral to other parts of the country remain block for all type of vehicular traffic due to snowfall in winter season at least for 4 to 6 months a year and people of Chitral are compelled to travel via Afghanistan but this year it is not seem to be open for Chitrali passengers due to tense situation in the region. Hence Governor NWFP Owais Ahmad Khan Ghani and Provincial Minister for Population welfare Saleem Khan Chitrali had announced that Chitral passengers would be allowed to travel inside the Lawari tunnel which has already completed but National highway Authority NHA badly failed to provide relief to Chitrali passengers and people taking life risk while traveling over snow bound Lawari top. Despite the decision taken by the Minister of communications and NHA Chairman, followed by declaration by Governor NWFP that Chitralis would be allowed to pass through the Lowari tunnel once the pass closes, authorities at the tunnel refuse passage of passengers through the tunnel. On 16 and 17 Nov the pass was declared closed due to snow fall. On 17 Nov vehicles were stopped one km short of the tunnel on the Dir side and told to wait till 12 O'clock when the tunnel would be opened for traffic but at 1230 while the snow was turning into a blizzard a sentry manning the barrier said the tunnel will not be open and those wanting to risk their lives could try and go over the snowing Lowari pass. Wg Cdr (r) Fardad Ali Shah who was also travelling in the convoy, with much difficulty pushed his way to reach the NHA office where the only NHA rep present was the security officer Gp Capt (r) Aslam. When he was asked why the tunnel is being denied to Chitralis despite announcements by the governor etc, he said their were no such instructions from the NHA to him. When asked he should get some responsible officer of NHA on line so that the plight of stranded travelers could be put up to them, he said there was no communication system with them. When questioned as to being a human, didn't he feel pity for the stranded people including women and children stuck in the snow, he said he very much felt that but he was obeying orders from NHA headquarters not to allow any one through the tunnel. Meanwhile a sentry sneakily approached Wg Cdr (r) Fardad Ali Shah and said he should take it easy and he will be allowed through after the other travelers disperse, to which he got a rebuking reply saying injustice and selfishness has brought this country to ruins, and at least for him he would only pass through the tunnel after every one else has passed through,. A more harrowing tale of disgrace was when on 16 Nov an ambulance carrying a woman with a broken back bone was held up for several hours at the Dir side of the tunnel and was let through the tunnel only after she was made to personally beg and wail in front of the Korean engineer. Shame upon us! Woe upon us! What can be more disgraceful on the part of Pakistanis there. It is ironical that security at the Lowari tunnel means only not allowing passengers come near the tunnel. Otherwise there was no sign of any security checks etc, not even hand held scanners were found any where with the couple of sentries present there. Wg Cdr (r) Fardad Ali Shah has demanded that immediately security measures be taken to ensure all travelers are allowed through the tunnel after security check. as has been announced by the government. He said only entertaining the influential and those with approach to NHA high ups is not on. He demanded proper reception with dedicated staff informing about the status of the tunnel on huge bill boards. Waiting rooms with toilet faculties should be set up at both the tunnel entrances and complaint books should be made available there and telephone numbers of Chairman NHA, GM, PD etc should be displayed in bold for launching immediate complaints. He said at present everything seems user-unfriendly and adhocism, inefficiency and ill will seems to be ruling the roost. G.H. November 22(Vijay Kumar):- J&K Chief Minister,Omar Abdullah on Sunday said that youth have a great role to play in creation of conducive atmosphere for sustained development adding that peace is must for growth and development and young people have to positively work for it.

Addressing a 3-day Conference organise by Young Presidents’ Organization (YPO), South Asia Retreat-2009 at Hotel Taj Krishna in Hyderabad,he said his government is encouraging large scale participation of youth in the peace and development process and striving hard to develop corporate sector on a strong edifice.

Describing youth corner pillars of peace and development, Omar highlighted their role as imperative in creating a progressive and developed society. “Present day global scenario has made youth all the more important in the fields of economy and social justice”, he told the CEOs and delegates of YPO.

Omar said that young people have to make their presence felt in all the fields of life by putting in place new and honest initiatives for all-round socio-economic and political development.

The Chief Minister said that the contribution of youth in corporate, human resources development, agriculture, science and technology and other sectors have opened new vistas of growth and development. “The success of young people is inspiring the youth globally to explore possibilities and prove their mettle”, he added and expressed hope that in future youth force will dominate all fields of the life.

Mr. Omar said in the state like Jammu and Kashmir where topography and geographical diversity has made the economic growth challenging, the youth have special responsibility of giving new dimension to the progress. “We have received greater jolt to the development and peace in the state during recent past as such, young people have to come forward and contribute in a big way in the endeavours of restoring permanent peace and putting development process on fast track”, he maintained.

The Conference which began on 20th of November concluded today and more than 250 delegates from India and outside the country participated. The speakers who spoke on various topics including ‘Future Politics of India’, ‘Youth the New Hope’, and ‘Peace in Jammu and Kashmir’, described Omar “hope of the youth” and young dynamic politician committed to the cause and prosperity of the people.

Besides other speakers, Union Minister of State for Defence, Mr. M. M. Pallam Raju and Parliament Member from Andhra Mr. Vivek Gaddan also spoke in the concluding session.

World heritage week-Thousands of students visit Dogra Art Museum in Jammu

Jammu, November 21 (Vijay Kumar):- As a part of celebration of World Heritage Week from 18th of November and to sensitize the younger generation about the importance and preservation of rich cultural heritage of the state, the department of Archives, Archaeology and Museums, on Satuerday at Jammu organized free entry for students in Dogra Art Museum.

Thousands of students belonging to various schools and colleges visited Dogra Art Museum in Jammu. The department also provided free expert guide service to the students visiting the Museum and imparted them the rich knowledge about the historical and cultural heritage of the state.

The special exhibits displayed in Dogra Art Museum included world famous miniatures paintings of Jammu, Basohli and Kangra schools, Terracotta heads from famous Kushan site, Ambaran Akhnoor Jammu, weaponry of Dogra rulers, ethnic jewellery and dresses, royal bow of Mughal emperor Shah Jehan, numismatic collections from Kushan period and onwards, historical documents w.e.f. 1724 A.D and Takri inscription on stone plate (recovered recently). The students, teachers and staff of different institutions appreciated the efforts and gesture the Department of Archives, Archaeology and Museums, Jammu and hoped that such celebrations would also continue in future.

All IDP'S In Camps Of Northern Sri Lanka To Give Freedom Of Movement From December

Senior Adviser to the President Mahinda Rajapaksha MP Basil Rajapaksha today announced that the Internally Displaced Persons(IDP) in the the IDP Camps in Northern Sri Lanka including the High Security Manick Farm camp will given freedom to move freely with the effect from 01st of December.He made this Announcement after visiting the Manick Farm IDP Camp in Northern Sri Lanka this morning.

The Movement of the Inmates of the Menick Camp was restricted due to the Information received that the LTTE Suspects are also there among the IDP's of the Camp.MP Basil Rajapaksha who is also the President of the Task Force for Rehabilitation and Re Settlement of President Mahinda Rajapaksha said that Government decided to give Greater Freedom for the IDP'S under the Government's Stratagy of improving the Rights and Privileges of the IDP'S.

He also said that the All IDP'S in the Camps of Northern Sri Lanka will be resettled by 31st of January 2010.

Srinagar, November 21 (Vijay Kumar) - J&K Minister for Higher Education, Abdul Gani Malik ON Saturday asserting that the University of Kashmir is “global headquarter of Kashmiri language,”

Addressing academics and students at a seminar in the Kashmir University campus in Srinagar,Malik called for “close co-ordination” between academics, government and civil society to promote the language in an effective manner.

He said, “It is an indisputable fact that this highest chair of learning is a global epicentre of Kashmiri language. The academics, writers, government and civil society have to therefore work in close coordination to promote Kashmiri in the educational institutions and elsewhere.”

The three-day annual seminar titled “Trends in contemporary literary criticism” is organised by the varsity’s Department of Kashmiri. “If there is any injustice being done to this language, it is our responsibility to do justice and promote this language at different levels. If this seminar comes up with different recommendations about the promotion of the language, we will be glad to consider them for implementation,” Malik said, adding, “It is essential to make Kashmiri language, literature and curriculum more relevant to the contemporary times.”

He asserted that the government would do everything to promote the Kashmiri language. “We will ensure that Kashmiri is taught in an effective manner in colleges and higher secondary and sufficient staff is available for the same,” he said.

The former KU vice-chancellor, Prof Hamidi Kashmiri, said it was essential to examine the objective behind criticism when it comes to literary works. “We often see the criticism based on personal observations. It is essential that before criticizing, we understand the purpose behind it. If it adds to our knowledge, then it is okay,” he said, adding, “It is important to examine as to why we lag behind in literary criticism and why we have not been able to produce adequate critics, though a few are doing their job.”

Former KU professor and Gyan Peth Awardee, Prof Rehman Rahi, gave a detailed account of the writers who have contributed to the promotion of Kashmiri language and literature. He, however, said that Kashmir has not been able to produce many literary critics.

Noted Urdu writer, Taranum Riyaz, who was the guest of honour, dwelt at length on the importance of literary criticism. “Criticism forms an important part of literary arena. It is with criticism that we are able to approach and understand different subjects in a better way,” she said.

She said the activities like seminars can go a long way in educating people about the importance of Kashmiri language and literature. “I am happy that the Kashmiri department organised this seminar. And I hope it will hold the next seminar on the life and works of Habba Khatoon,” Taranum said.

The KU registrar, Prof Syed Fayyaz, said the varsity was committed to promote Kashmiri language and literature. “A lot needs be done in this regard. We however, understand our responsibility keeping in view that the Kashmiri department is the heart of this university,” he said.

In his welcome address, the Head, Department of Kashmiri, Prof Shad Ramzan, said the colleges and higher secondary schools in the Valley, where Kashmiri is taught, lacked adequate staff to teach the subject. “It is a matter of concern that not many posts are being advertised in Kashmiri at the colleges and higher secondary level,” he said.

He lauded the efforts of the Vice-Chancellor, Prof Riyaz Punjabi, in promoting Kashmiri language. “It is because of the Vice-Chancellor that the Kashmiri language has been introduced at the B.Ed level as well. And it is because of him that the Kashmiri department is getting space in a new building,” Prof Shad Ramzan said.

On the occasion, several publications of the Kashmiri department and Kashmiri writers were released. Aush te Alawe, a collection of short stories by Rahim Rehbar, was among them.

Faculty members at Kashmiri Department, Qazi Zahoor and Dr Mafooza Jan conducted the proceedings and delivered vote of thanks respectively.

Morocco: War on Press Continues

The Moroccan authorities are ratcheting up their attacks on independent journalists. A week rarely passes without the authorities hitting hard on the press for alleged infractions, cracking down on printed as well as online media. Press freedom watchdogs like Reporters Without Borders judge the situation of Press freedom in the country now as “difficult,” condemning a “judicial system [that] deploys an arsenal of sanctions designed to intimidate and financially asphyxiate the independent press.”

The latest attack on record has been a jail sentence pronounced on Monday from a court in Casablanca against Said Laâjal, a journalist in Al Massa'e, a widely read daily newspaper, and his publisher Rachid Nini, a popular columnist. Both journalists have been accused of “publication of false information” in connection with an article on a case of drug trafficking. Nini has declared that he won't be appealing the verdict (source: AFP). Bloggers have been reflecting on the case and the state of affairs.

eatbees, an American novelist, photographer and blogger who lives in Morocco has his suspicions about the real motivation of the prosecutors. He writes:

This is the criminalization of journalism, pure and simple. Reporters sometimes make mistakes and report things that turn out to be false. There are ways to handle that, but sending the journalists to jail is not one of them. I have the strong suspicion that Nini and Laâjal were prosecuted, not because of the facts of the case, but because they embarrassed someone important. Or maybe this was just a convenient way to go after Nini, who as publisher of Morocco’s most widely read newspaper and author of Morocco’s most widely read opinion column, is becoming a power center in his own right.

If Nini follows through on his commitment not to appeal, and goes to prison, it will be an act of courage and of civil disobedience. It will make him a martyr for press freedom in the eyes of millions of Moroccans. Good luck with that, Moroccan state.

It is worth mentioning that the journalist is already under a heavy fine for libel, threatening to bankrupt the whole publication, as blogger Ibn Kafka wrote recently [Fr], referring to a letter alleged to be written by Nini, pleading for a royal pardon:

Rachid Nini vit légitimement fort bien de cette florissante entreprise de presse (dans le contexte ravagé de la presse marocaine)…
[Il] aurait adressé une supplique au Roi […] dans laquelle il demande l’absolution des pêchés – en clair, la grâce pour son journal. Rien ne permet de garantir cette information, qui en soi n’est pas infâmante.

Rachid Nini gets a legitimately comfortable living out of his successful press business (relative to the devastated Moroccan media landscape) …
Some believe Nini had sent a letter of supplication to the King in which he seeks absolution of sins - in clear, asking for a pardon for his newspaper. There is no confirmation of that information, which in itself is not infamous.

Rachid Nini has raised controversy recently when he publicly disavowed one of his journalists who showed support for colleagues who were being harrassed and prosecuted by the government. Larbi, who is blogging on Comme une bouteille jetée à la mer!, argues [Fr] this doesn't make Nini worthy of a jail sentence nor should the journalist be considered a hero. He writes:

[H]eureusement que tout le monde n’a pas la même conception de la liberté d’expression et liberté de la presse que celle de Monsieur Nini. La place des journalistes n’est pas la prison mais dans leurs rédactions. Cela vaut pour tous les journalistes. Cela vaut pour Monsieur Nini . Et encore plus pour le journaliste Saïd Laâjal. La place de Rachid Nini et de Saïd Laâjal n’est pas la prison mais dans leur rédaction. Je suis bien entendu solidaire avec Rachid Nini et Saïd Laâjal. Parce que la peine de prison ferme qui leur est infligée est injuste au vu de ce qui leur est reproché. Et parce que même Monsieur Nini a a droit à ce qu’il a toujours dénié aux autres : exercer son métier de journaliste et s’exprimer librement, sans intimidations et sans procès arbitraires débouchant sur des peines infamantes.

Fortunately, not everyone has the same understanding of freedom of expression and freedom of the press as Mr Nini. The place of journalists is not in prison but in their offices. This applies to all journalists. This applies to Mr Nini. And even more to Said Laâjal. The place of Rachid Nini and Said Laâjal is not prison but in their offices. I am of course supportive of Rachid Nini and Said Laâjal, because the sentence of imprisonment imposed on them is unfair in light of what they are charged of. And because even Mr Nini has the right to what he has always denied to others: i.e. the exercise of his profession as journalist and free speech, without intimidation and arbitrary trials leading to infamous punishments.

An opinion shared by Naoufel who explains [Ar] that Press freedom should apply to everyone, even to Mr Nini. He writes:

For me Nini is arrogant, opportunist and vile (sic). He writes against anything other than the king… Puts the government, the people and his colleagues on trial but does not dare going anywhere near the royal palace, although the youngest child in the Sherifian (descendant of the prophet) kingdom, which is no longer Sherifian by the way, knows that the most trivial resolution does not pass without the knowledge of the King.. He wrote against his colleagues… Now, should we support him? I think we have no choice but to.

Sri Lanka To Import Swine Flu Vaccine

Sri Lanka is planning to Import Swine Flu Vaccine to the Country with courtesy from the World Health Organization(WHO) according to the Epidemiology Unit.Officials of Epidemiology Department and the Ministry Of Health are currently holding discussions with WHO in this regard.

Ministry Of Health decided to import the Swine Flu Vaccine due to the Deaths Reported from Matara,Kandy and Anuradhapura Districts which were related to the Flu. Even this Vaccine is Imported here it will be given to the High Risk Groups vunerable to Develop Complications after getting Swine Flu such as Pregnant Mothers,and Patients with Heart,Kidney Diabetese and Lung Infectious Diseases.

Meanwhile All Schools of the Central Province is due to close down from next Monday(23) in fear of spreading the Swine Flu.

J&K CM expressed hope ties between Civil & Military are good & will grow further to serve State

Jammu,November 19 (Vijay Kumar) - Jammu & Kashmir Chief Minister, Omar Abdullah on Thursday expressed satisfaction over the relation between the armed forces and the civil administration particularly with Army and expressed hope that the ties between the two will grow further to serve the state and its people in the best way. “The working relations between the two are good and we have to further strengthen these to create a homogenous thought process in settling various issues and carrying forward activities of mutual interests” he said adding that concern for the state and the people is the concern of both civil and army administration, as such, decision making should reflect the same spirit.

Omar was speaking in Civil Military Liaison Conference held on Thuresday at the Banquet Hall, Wazarat Road, Jammu. Top officials from the State Government and Army Headquarters Western Command participated in this one day annual conference.Omar stressed on making Civil-Military Liaison Conferences (CMLC) more pro-active to thrash out issues of mutual interests and resolve these speedily. “The CMLCs provide the right platform for quick decision making at the top level settling the non-strategic and non-security related issues pertaining to revenue, compensation, development etc. promptly” he added.

Chairing the CMLC of Western and Northern Commands here, Omar underlined the need for further strengthening the relations between civil and army administration for the larger interests of the people. “While Unified Command meetings provide for addressing the security related issues, the civil matters could be easily worked out at the CMLCs” he said.

“The degree of co-operation and co-ordination between civil administration and army has increased and our efforts should be to further strengthen it”, he said saying the close rapport between army and civil government is all the more important in a border state like Jammu and Kashmir.

Omar emphasized on regular interactions between the representatives of the Army and Civil Administration at Divisional Commissioners levels so that issues of lesser magnitudes could be sorted out there for final decision at the CMLC. “I will suggest three to four such meetings in a year between the civil administration and Army representatives” he said adding that this mechanism will prove fruitful in quick decision making.

Speaking in the conference, the Lt. Gen T. K. Sapru and Lt. Gen B. S. Jaswal Commanders of Western and Northern Commands expressed gratitude to the Chief Minister for chairing the conference and providing opportunity to both civil and army administrations to discuss and sort out issues of mutual interests.

Both the Commanders extended fullest support to the Chief Minister and civil administration from their side adding that the cause of the state and its people is their cause. “We are here for the cause of the people and the state” they added and assured full cooperation for resolving the issues of mutual interests.

The Army Commanders also referred to the service army is rendering in the developmental field under Operation Sadhbavna.

The Deputy Chief Minister, Tara Chand was also present in the conference.

Greek Social worker still not recovered from Taliban

Tanveer Usman Chitrali Advocate selected as Civil Judge.

CHITRAL: Prominent Lawyer and General Secretary of District Bar Association Chitral Tanveer Usman Advocate was selected as Civil Judge who was recommended by Public Service Commission NWFP. Some 11 candidates appeared in written test from Chitral against the vacant posts of Civil Judge at NWFP Public Service Commission. Total seats were 60. Three candidates of Chitral qualified written test for the post of civil judge they were Khwaja Saeed, Khalid Bini Wali and Tanveer Usman. Hence the remaining 2 candidates could not pass interview only Tanveer Usman passed in interview who was recommended for the post of civil judge by public service commission NWFP Peshawar. Tanveer Usman son of Muhammad Haji Usman resident of Ayun village is a young lawyer who was practicing at Chitral. It is merit to mention here that he is 4th judge from Chitral. Earlier that Amir Gulab Khan of Ayun Chitral was retired as district and Session Judge Chitral who also served as Secretary Law department NWFP. Lutuf Elahi of Chamarkun was selected and was serving as Civil Judge at Chitral but he resigned from government service when he was posted to D.I.Khan while third Judge from Chitral is Sher Aziz who serving as civil judge at D.I. Khan. And Tanveer Usman is 4th judge from Chitral. Social and political circle of Chitral have expressed their pleasure on selection of Tanveer Usman Chitrali as civil Judge.

3rd Delegation returned from Nooristan.

CHITRAL: To recover Greek social worker Athanasee Laironaise who was kidnapped from Kalasha Dor Bumborate Kalash valley on September 8 the district administration had sent 3rd delegation wee ago for negotiations with Taliban leaders as Thanasee is in the possess of Taliban of Nooristan Afghanistan. The delegation was leading by Abful Majeed Qureshi former Nazim union council Ayun. The delegation meet District Coordination Officer Chitral Rahmatullah Wazir who briefed them and communicated message of Taliban leaders about recovery and releasing of Greek social worker Professor Engineer Athanasee. Hence the DCO Chitral excused from giving any detail about the negotiations between the delegation and Taliban Leaders due to some security reasons. Hence people of Chitral are hopeful for early recovery and releasing of Greek social worker. It was revealed that Taliban leaders are still existing and stressing on their demand of payment of 2 Million US $ and releasing of 3 Taliban commanders from prisons.

Despite the assurance of provincial minister for population welfare Saleem Khan Chitral and Governor NWFP Owais Ahmad Khan Ghani National Highway Authority and Korean construction company SAMBU staff not allowing Chitrali passengers to travel inside the Lawari tunnel despite that the tunnel excavation work have been completed. Dead body of a Chitral labor was also shifted to chitral while traveling over the snow bound Lawari top and people of the area taking great life risk when they traveling over the peak of Lawari pass by tiding chain around the wheel of four wheel vehicles. Social and political circle of the area have lamented NHA inhuman behaviors with Chitrali passengers.

Meanwhile Inspector General of Police NWFP Malik Naveed arrived here on a two days visit to Chitral who also addressed to police Darbar at Police Line chitral. IGP highly appreciated and hailed services of Chitral police for maintaining peaceful environment at Chitral.
