Indonesia in the future need 400 more pilot graduation
The airplane which will use by academic is Cessna 172 and has been ordered for 14 units. The complete delivery will be next year.
Up to now, pilot school just able to graduate 250 pilots a year which hoping with this new academic establishment will make 60 more additional pilot graduation
What are those academic has been exist up to now? STPI(Setkolah Tinggi Penerbangan Indonesia), Deraya Pilot School and Lion Air Pilot School.

Indonesia airline flag carriers years by year increasing fast. Now in Indonesia have more than 5 players in this sector which each player have more than 5 airplanes to serve both domestic and international route. Hiring international pilots are not best option for long term. Meanwhile sending the local students to foreign to acquired skill and license to piloting a certain type of aircrafts are quite expensive. To solve this problem, Indonesia minister of transportation allocate some national budget to build national pilot academic to answer the demand in the future.

Most of our pilots are acquiring pilot license skill in Australia which cost to USD 100,000 to complete study. The domestic academic will just only cost 50% cheaper than study in Australia with the same level of skill. The turbobrop jet trainers for the flight academic will be completely delivered by this end of this year. Is Cessna trainer turboprop light airplane were chosen to fill the academic airfield. Cessna is the private jet manufacturer in the United States of America.

About the end of this year, 2 more new flag carriers will set to launch. Both are low cost carrier airlines. Meanwhile just about few weeks ago, Indonesia vice president, Jusuf Kalla has been attended to celebrate the new open domestic airport in Makassar. The Airport is Hassanuddin. Hoping the airport could serve better domestic passenger which has been increasing up to almost 90% from total passengers in Indonesia.

Seorang Warga Indonesia Menjadi Korban

Jatuhnya pesawat Spain Air MD-80 menyisakan duka yang mendalam bagi keluarga yang di tinggalkannya. Seorang penumpang berkewarganegaraan Indonesia yang bekerja di sana dan kebetulan pagi itu melakukan perjalanan dengan Spain Air dengan tujuan pulau Canavary turut menjadi korban. Kecelakaan pesawat ini terjadi beberapa menit menjelang lepas landas dari landasan pacu bandara Internasional Madrid. Didalamnya terdapat 170 penumpang dan awak pun menjadi korban. Beberapa penumpang berhasil selamat dari amukan api mengalami luka parah. Pria itu berumur 30 tahun asal Sulawesi itu bekerja di sebuah kapal pesiar sebagai juru masak.

Alasan jatuhnya pesawat adalah karena mesin yang terbakar akibat overheating. Pesawat sudah sempat gagal lepas landas sebelumnya dan kembali ke bandara untuk di reparasi. Namun, setelah reparasi selesai kali ini pesawat benar-benar tidak akan pernah lepas landas untuk selama-lamanya. Mesin pesawat terbakar dan menyulut tangki bahan bakar pesawat meledak dan terjatuh di kawasan hutan beberapa meter dari landasan pacu.

Pesawat MD-80 ini baru saja menyelesaikan overhaul reparasi awal tahun ini. Pesawat yang sudah berumur ini di beli dari sebuah maskapai penerbangan perusahaan Jepang pada tahun 1997 dan termasuk jenis pesawat yang cukup laris di kelasnya untuk melayani penerbangan jarak menengah.

Mainframe dan teknologinya memang sudah termasuk uzur. Boeing yang mengakuisisi McDonell Douglas tahun 1999 telah menghentikan produksi jenis pesawat ini.

Banyak sekali insiden kecelakaan dari pesawat jenis ini selama beberapa tahun terakhir ini termasuk di Asia tenggara. Beberapa waktu lalu, maskapai penerbangan GoGo air mengalami kecelakaan, sementara Lion Air beberapa tahun lalu mengalami kecelakaan akibat cuaca buruk saat mendarat di Adi Sumarno, Solo dengan korban yang tidak sedikit.

Pesawat DC-10 beberapa tahun sebelum di akuisisi oleh Boeing juga mengalami kecelakaan beruntun yang mengakibatkan kerugian yang tidak sedikit bagi perusahaan pembuatnya, McDonellDouglas. Pemesanan bagi pesawat ini menurun drastis pada waktu itu dan juga menghadapi tuntutan-tuntutan hokum yang tidak sedikit.

EU Passes New Flight Safety Rules

Government is still not dare to clarified or even retrieving financial and operational reports from airliner operators.

Opportunity:

European Union flight regulator will moved the banned which allowed much more domestic airline serving eruopean route in the future.

Threat:

Even has been regulated carefully can’t prevent the total airline crash in the future

About 2 months ago, transportation minister signed new Permenhub(Peraturan Menteri Perhubungan) number 25 years 2008. This new rule will replace the old one ie Kepmenhub number 81 years 2004. The purpose for this rule replacement is such as to increase the flight safety among the airliners. Now the airliners operator need at least own 5 airplanes on the field, 2 private own and the other 3 leasing. Meanwhile in the rule before, they just only need 2 airplanes for operational granting.

The rule isn’t just regulating better flight safety but also to increase better Airliners consumer rights in the future. Scheduled airliners have to announce the delay 45 minutes before departure to their consumers through call or short message service(number 37/ 1st alinea). Corporate with mass media to widely announcing the delay(number 37/2nd a alinea). If the delay caused by operators then, the company should compensate their customer with snack and drink-for 30 to 90 minutes, food and drink or transferred to other operators for another 90 to 180 minutes. If there is no other airliners operator serving the route then Company should provide other accommodation. (number 37/2nd b alinea)

Meanwhile the firm also need to provide and show the financial performance report which has been done by public accountant. Because there has been studied about huge correlation between airliners financial and capability to provide safety ensurement. According to Capt. Cartono, Garuda Indonesia Chief pilot said that the operators shall not just only hand over financial report but also operational report to regulator for examine which the firm is healthy or not in the present and future purpose.

In USA, FAA rule which has been created at year 1958 have AER(Airline Economic Regulation) allowing CAB(Civil Aeronautics Board) to request financial report and clarified it. The AER will put sanctions for operators fail or late to submit the financial report on time, leaking the financial information without CAB authorities, refused to answer the CAB questions and false information to the regulator.

Eventough the rules able to boost airline passengers capacity, competition has force the firm to settle price below its operational cost. Many airliners at the end come to bancropt. To prevent this from happening, regulators force the firm from merging or even acquisition. Code share and joint flight corporation are allowed(Chapter IV Permenhub No.25/2008).

CVR Adam Air accidentally released

After almost a year and a half of B 737-3Q8 Adam Air crash suddenly, the CVR(Cockpit Voice Recorder) realesed on the internet. The problem shown that the released wasn’t by the Indonesia flight Authority. The conversation few minutes before the aircraft crash should be classified. After the released, one personnel members of Indonesia flight authority(KNKT) has ever lossed his/her computer recently. The Personnel said that there is an imitation voice recording of the cockpit inside. The investigation has took place up to now.

Many speculation show up. Indonesia flight authority denied the voice was real. Meanwhile both Pilot and Co-pilot family said that the voices is their beloved family in the aircraft crash. There are pro and contra about the cockpit real voice. According to the preliminary investigation report from CVR which examined by flight investigation labroratory in US the voice heard very similar. The only difference was languages. The investigation report wrote down in English but the conversation in the cockpit both English, Indonesia and little bit Java languages.

FRONT CARGO BLEW OFF

The Australia investigator said to the press yesterday that the front cargo bay blew off because the oxygen tube installed inside the cargo door exploded. The investigation will be complete in 3 days start from today and the full report will announce in 3 months ahead.

Early this morning, when the Qantas B 747-400 with flight number QF30 took off from Kaitak International Airport, Hongkong with destination Melbourne, South Australia. About 1 hours flight when the plane was cruising at 40,000 feet, suddenly huge explosion heard on the cargo compartment. Something was sucked out from the cargo. The piece of cargo wall flew out with few others cargo and almost hitting the right wing root. Together, the first passenger class floor near the front exit door ripped off. Everything is out of control. Because of cabin decompression airplane ascending for a while before the pilot quickly descending the airplane to 25,000 feet to reduce the cabin decompression and passengers from black out. The Oxygen Mask drop down from above passenger seat. Passengers grab and put the masked on the mouth to take a breath due to low oxygen along the cabin.

The Pilot Captain, John Francis Bartel contact the nearest airport tower for emergency landing. Ninov Aquino, Manila International Airport was a best option. All 346 passengers and 19 cabin crew thanked to the captain pilot to bring them safe landed.

The airplane landed safely at the Ninov airport about 11:00 LT. About 2,5 to 3 meters hole was just below the first cabin exit door near the right wing root. One of passengers onboard stated that someone on the cabin screamed about the airplane has been losing the back cargo door.

Qantas and Boeing sending its team to Manila to investigate the incident. Manila Airport police said that they didn’t find any bomb residual around the hole for the first think.

Few opinion said that the corrosion cause the cargo explosive. But there is an indication that the onboard air conditioner support leak. This opinion was based on the backed history of B-747 which make the airplane ripped into two part with the same condition. Another is bad maintenance. The Airplane maintenance has been outsourcing to Malaysia aircraft maintenance facility and just being roled out from the facility early this year.

Just another US military bomber crashed and both from Andersen AFB. One is USD 1,2 billion of B-2 Stealth crashed short during took off from runway. The crew are safe.

But today, the US super bomber B-52 which unit cost about USD 54 million with no frills crashed at the Atlantic Ocean. The 6 crew members stated MIA(Missing In Action) or KIA(Killed in Action). Every effort to search the bodied at the ocean was ended failed.

EU delayed to retrieve banned

At the same day, EU flight commission stated that they will postponed to retrieve the banned at least for another 3 months ahead.

In 2 days continously, 3 aircraft suffered tired blow out in different place. All happenned during landing phase. Early today, Batavia Airlines B 737-200 registered PK YTV with flight number 523 took off from Soekarno-Hatta airport, Cengkareng to Depati Amir Airports, Bangka.

Other is Garuda Indonesia B 737-400 woth flight number 534 from Soekarno Hatta Airport, Cenkareng to Syamsuddin Noor Airport, Kalimantan.

The Day before, Bae-146-300 belong to PT. Aviastar Mandiri registered number PK BRD landing at Sentani Airport, Irian Jaya about 08:15 LT with blow up all tires intach. The Airplane was moved away from runway at 11:00 LT.

Military Plane Crash During Aerial Photography Mission

CASA 212 belong to TNI Air Force crashed at Gunung Salak at 16:00 local time. All passengers on board were killed. the Investigation said that the 25 years old aircraft were crashed after smashing a big tree. The pilot might flight too low and failed to avoid tree in the jungle. The 4 hours flight tended to make some photography shot in Aerial Photography Mission. The Airplane itself was built under CASA licensed on 1985.

Many more accident will happen if the Air Force didn’t renew and refurbish their old build airplane.

The Most Expensive Aircraft Fuel

Russia determined their aircraft fuel cost is the most expensive around the world according to the report(xx/05/06). For comparison, in Moscow, Russia, Avtur(aircraft gasoline) reached USD 1,530 per tonnase and in Sakhalin Island reached usd 1,760 per tonnase. Meanwhile in western Europe close to Russia, the price’s only USD 1,270 per tonnase. Western Europe has already reduce production cost for 8% this year. Which mean that if airplanes owner which will landed at the Russia, have to think twice before refueling there unless not option, bring the fuel twice as much as needed to be able to land and leaving the Russia and make refueling in another checkpoint.

ADAM AIR WAS BANCRUPT BY MERCHANT COURT

Dephub(transportation department) terminated Adam Air flight certificate number 121. The airline operator was declared to follow certain recommendation by transportation department. Meanwhile the owner of Eagle Air, Tanoesubdiyo family can’t continue to gain the flight operator clearance certificate due to the Adam Air’s shareholders. Adam Air has to return travel agency for airlines ticket deposit. Until now, there is no shareholder aggree to take responsibility to returned the money. The money is about USD 29,000 that has to return to the travel agency.

Tanoesobdiyo who also owned the MNC group has already invested USD 1,83 billion to mixed lease purchase 16 B-737-800NG and 25 CRJ-900 from Embraer will be delivery this year end for Eagle Air operational. He planned to gain the certificate this month but postponed until unlimited time.

PT. Adam Skyconnection Airlines proved to owned credit from more than 2 investors and can’t paid their debt during the maturity date.The request to declare bancrupt by it’s own partner, CV. Cici which support them operational vehicle to transport Adam Air’s airline crews from residence to airport and otherways. The contract was signed by airlines for years from September 10th, 2007 until September 9th 2008. Before the contract ended, Adam Air’s operational was suspended at 19 March 2008, and the firm has Rp. 29,375 million from March 2008. Firms has been formally contact Adam Air to paid its full debt for March. But airline operator reject their request which according to law , Adam Air(the object) don’t exist for any further.

Merchant Court, centre of Jakarta declared the Adam Air for bancruptcy chapter at 09/06 this year.

Yesterday earlier, airlines agent requesting for their deposits that has been paid to the airlines operator for about Rp. 15 billion and USD 28,000 as a warranty. According to the Adam Air, those fund has still hold at the bank account and can’t be cash out due to internal management conflict. Astindo(Association for ticketing sales in Indonesia) request to DEPHUB(Transportation department) to arrange for escrow account in the future which will be able to withdraw by travel agency when airlines operator in trouble and contrary.
