Andhra Pradesh has the dubious distinction of being the state with the second highest number of human rights violations cases against police personnel in the country. Madhya Pradesh leads the chart in human rights violations involving cops, according to the National Crime Records Bureau.
According to NCRB statistics, as many as 62,822 complaints were reported against the police in 2006. Of these, inquiries were instituted in 16,228 cases. They included 15,510 departmental inquiries, 423 magisterial inquiries and 295 judicial probes. This shows that probes were ordered only in 25.8 per cent of the complaints registered against police personnel. The total number of cases that were either not substantiated or not found true was 34,657, which accounts for 55.2 per cent of the complaints.
Also, the NCRB noticed an increase of two per cent in complaints against police personnel when compared with 2005. Disciplinary action was initiated against 21,810 police personnel in 15,510 cases, where departmental probes were held. Cases against 5,107 police personnel were dropped. Madhya Pradesh accounted for 35.4 per cent (22,224 cases) of such complaints and AP was next with 9.4 per cent (5,896 cases). Then came Delhi with 8.5 per cent (5,360 cases) and Maharashtra with 8.2 per cent (5,159 cases).
