Leh,September 03(Scoop News)-To review the progress of work, quality and to ensure more pace in the works considering the end approach of peak working season, a one day General Council Meeting of LADHC, Leh held here today under the chairmanship of CEC Rigzin Spalbar.
Addressing the general council, CEC made a mention of around Rs.1,400 cr worth developmental works currently going on in Leh district posing a great responsibility on the Council and said that we need to have more discipline and more seriousness to accomplish the targets within the time frame. With increasing funding flow for Leh district in the recent times, the work load on the officials has tremendously increased, Spalbar said and appreciating that the officials in most of the sectors capably and proficiently doing well.
To ensure further pace in the developmental works all over Leh district, CEC felt the need to devise a strategy to take review of works at all the levels and in this matter, he issued directions to the HODs to take frequent review on the progress with their subordinates at their own level.
Making a mention of getting late approval to the annual district plan at Govt. level which becoming an obstacle in timely execution of works in Leh’s context, CEC said that the annual plan of Leh of 2014-15 would be finalized in November this year enabling to complete the paper works during the winter months and kick off the works early next working season. Spalbar made it clear that once the work is approved in the plan, there should be no excuse for any kind of delay in starting the works. He said that HODs are accountable for timely completion of the works ensuring utmost quality with transparency. CEC also urged the HODs to make payment of the works only after ensuring quality of works.
Taking serious note over the failure of launching Tsachu-thang bridge at Chiling which has been belated since last 5 years on one or another pretext, CEC termed it as a gross negligence, irresponsible and incompetent of the concerned contractor leaving entire population of Sku-Markha valley suffer for so long. The General Council has urged the Deputy Commissioner, Leh to initiate stern action for blacklisting the contractor setting a deadline for completion of reports by 20th of this month. Spalbar urged that the penalty against the defaulter must be so severe which should take as an example and no one would dare to swindle such sort of mistake in future.
During the meeting, a detail review on the progress of all the ongoing schemes under PWD sector that include the Centrally sponsored schemes like BADP, NABARD, MSDP, Special Task Force, 13th Finance Commission, PMGSY, AIBP etc was made. Besides, all the schemes under Rural Development agency were also reviewed.
Mentioning the Rs: 217 crore Leh beautification project, CEC said that it is a very important one which can’t be dealt in hurry and it is essential on everyone’s part to follow a systematic approach for proper usage of funds to make Leh a futuristic town. He clarified that Council would make every efforts in successful implementation on Leh town project leaving no grounds for any sort of compromise.
Other important sectors like Education, Health, Agriculture, Animal Husbandry were also reviewed in the meeting. Deliberating on education, the general council again felt the need to bring a feasible improvement in the management and monitoring system focusing on quality education with a strict teachers transfer policy. CEC said that LAHDC would not allow anyone to play politics with education and considering the future career of coming generations, he sought sincere cooperation from every stakeholders to put the education on right track. Keeping in mind the alarming detection of HIV and hepatitis ‘B’ cases in Leh, the general council asked the CMO Leh to curve out a plan to cover every citizens of Leh district with vaccination of hepatitis ‘B’ and screening of HIV.
The Councilors with constructive criticism put forth various queries on different works going on in their constituencies and gave valuable suggestions for much better results out of the schemes on which the CEC and the DC gave clarification. At the same time, the Councilors also brought the success stories of various schemes and works into the notice of general council.
The Opposition Leader in the house, Councilor Kyungyam, Dorjey Motup raised some questions concerning developmental works which were answered by the CEC.
The General Council in one voice appreciated the outstanding initiatives and hard working approach of Executive Engineer, PHE, Tashi Tondup for efficiently executing the water supply schemes in every nook and corner of Leh district saying that PHE has been a problematic sector prior to Tashi took over the charge.
The MLC, Leh Norbu Gyalson, Executive Councilor Agriculture, Sonam Dorjey, Executive Councilor Animal & Sheep Husbandry Gyurmet Dorjey, Executive Councilor Health, Dr. Sonam Wangchuk, Executive Councilor Tourism & CAPD Mohd Shafi Lassu, LMC also attended the General Council meeting and shared their views and visions for further improvement of results out of the schemes.
The DC & Chief Executive Officer of LAHDC, Leh Simrandeep Singh during the course of general council meeting gave clarification to many queries raised by the councilors.
