Jammu and Kashmir: Arms insurgency followed by unprecedented
discrimination on regional bias has not only devastated Indian controlled part
of Jammu and Kashmir economically but has also helped in developing of new
virus called Hill Development Councils (HDC). Idea of HDC was introduced couple
of years back (1995) in Ladakh region of state to ensure development on all
fronts in remote and hilly station, which proved to be a land mark step towards
prosperity and development of people and the area respectively.
To counter ignorance of administration and discrimination by
politicians for unknown reasons in North Kashmir including Kupwara, Gurez,
Sangrama, Karnah and Kishtwar, representative of these constituencies raised
hue and cry on roads for the past two years but all in-vain and in house of
legislatures last day with a demand of introducing HDC on pattern of Ladakh. Saifullah
Mir, Nazir Grurezi, Basharat Bhukhari, Kaful-ur-Rehman and Sajjad Kitchloo
irrespective of party politics in one voice raised the demand. Important thing
to notice was majority of members raising issue for implementation were from
ruling National Conference.
Hill Development Council virus is new and has strong roots
in entire North Kashmir and in few parts of erstwhile Doda district. HDC was
aimed at decentralization of power and absolute involvement of grass root
public for their upliftment with their participation in planning and
development because Ladakh area owes difficult geographical problems. But North
Kashmir being plain area and owes simple approach from every part of state.
Then question remains why the particular district despite full representation
is lacking developmental facilities.
Experts viewed that biased distribution of funds by government
and personal neglect of elected members could be cause of out burst expressed
in unity by ruling party legislatures. They suggested that BGRF, NHRM, NERGA
and many more schemes announced for backward areas time to time, if implemented
on ground in letter and sprit, will change the scenario and growing virus of
HDC could be weeded out before it spreads its roots further.
