Dobbs Ferry Democratic Committee
November 29, 2007
Attendees: Teresa Walsh, Olympia Cosentino, Randy Klipstein, Suzanne Berger, Joy Haber, Donna Cassell, Mildred Tackett, Bradley Bolke, Marie McKellar, Charlotte Frankenthaler, Larry Dengler, David Koenigsberg, Paula Dambroff, Rob Baron, Scott Seskin, Bill Perri, Nancy Delmerico
Guests: Bettina Speyer, and Tom Speyer, Jim McCue, Herb Rosenberg, Angelo Tisi.
A quorum being present, Chairman Randy Klipstein called the meeting to order at about 7:55.
Reading of the minutes from October 25, 2007.
Motion to adopt the minutes was made by Charlotte Frankenthaler and seconded by Scott Seskin. The minutes were approved unanimously.
Treasurer’s Report _ Paul Sterne was out of town so an official report was not given. Randy said that there was some money left in the treasury but the amount was not known
Randy announced that Richard Brodsky requested to come to a meeting and that he would be invited to our next meeting.
Randy announced that the Annual Village Reorganization Meting would be Monday Dec. 3, 2007 at which time the new Board of Trustees would be sworn in.
A. BOT update:
Trustee Koenigsberg reported: 1) that a public hearing would be held at the Dec. 18th BOT meeting on sidewalk displays in the downtown commercial area; 2) at the last Board meeting, the village requested to be the lead agency for the SEQUA review of the village Vision Plan and new Zoning Code and 3) The Court ordered the Village to pay and additional $1.3 million for the new DPW site. The Board now needs to decide if it will appeal this ruling.
Mayor Elect Seskin reported that he will change the way the Board meetings are conducted. Residents will be allowed to comment on old and new business as it comes up and not just at the beginning of the meetings. There will be a 3-minute limit on comments. The written agenda will be more extensive and contain more explanations on each topic.
B District Leader Openings – 65 district – Gregg Ury was to be appointed, but this was delayed until Gregg could attend the next Committee meeting. Trustee Elect Walsh submitted her resignation as DL for the 12th District. This was accepted with regret and with thanks. Randy proposed Paul Sterne be moved to the 12th leaving an opening in the 58th. Randy proposed Bettina Speyer for the 58th District. Since others expressed interest in District Leader positions and were not in attendance, the voting was postponed to the next meeting.
C Recording Secretary Vacancy – Teresa Walsh nominated Donna Cassell, Joy Haber seconded this. No discussion. The vote was unanimous.
D. Election 2007 – Randy supplied and reviewed the voting statistics for November elections. Every Democrat won on the Dobbs Ferry ballot this year and last year. Randy believes that these are the only two times that this has ever occurred.
E. Trustee Appointment – Mayor Elect Seskin announced that he would appoint Ed Manley to replace him as a Trustee. He also announced that Bill Perri would be appointed as the new ARB chairman. Because of the added responsibility, Bill announced his intention to resign as District Leader in the 17th District. This leaves a 3rd District Leader position available. There was also a discussion regarding the need for better communications between all the various committees and with the BOT.
F. Committee Internet Presence – we are still in need of finding someone to create and maintain a website for the Dobbs Ferry Democratic Committee.
G. Bylaws Revision – Randy will email the existing by-law to members for suggestions. Randy brought up some issues with the present by laws. After group discussion, it was agreed that the following issues should be reviewed or changed: the section on Candidates becoming ex-officio members will be clarified; the amount of expenditures by executive committee members will be increased. As suggested by the By Laws Committee, some Committees will be removed. The remaining Committees will be: Candidate Recruitment, Fund Raising and Events (joined) and Voter Registration. Randy asked Nancy Delmerico to chair the Voter Registration Committee and she accepted. There was also discussion on how to word the Ethics statement. Voting on revisions will take place next month.
H Update on Town & County Items – Suzanne Berger –Suzanne reminded us of the Presidential Primary on Feb.5th. There will be a Greenburgh Democratic Christmas Party at Laguna in White Plains on December 15th. There was a moment of silence for passing of Tom Cousins, Andrea Stewart Cousins’ husband. There will be a Greenburgh Democratic Committee party on in January for out going officials. A fundraiser is being held on Dec.10th for Judge Hubert.
A. Holiday Donations – a motion was made by Randy for our Committee to donate $50.00 to the Village’s Toys For Tots Drive and $50 to the American Cancer Society in honor of Tom Cousins. Joy Haber and David Koenigsberg seconded it. It passed unanimously.
Rob Baron announced the Saw Mill River Coalition will be meeting for clean up on Saturday Dec. 12th and on January 18th. Reminders will be sent.
Motion to adjourn was made by Charlotte Frankenthaler, seconded by Scott Seskin carried unanimously. .
