Ms.Mayavati, the Chief Minister of UP, is guided by the principles of reasoning and the proclaimed policies of her political party, BSP, in the day to day administration of the UP state and thereby has proved that she is a committed politician of her party BSP.A recent order, Ms.Mayavati passed in favour of the students of the OBC community is a sample. Perhaps the factor that Ms.Mayavati was a former school teacher also prompted her to take such an action.
Ms.Mayavati has restored and extended the ‘zero fee scheme’ for OBC students in state universities. Announcing this at a press conference here on Saturday, Ms.Mayavati said that students in the general category, whose parents’ income does not exceed Rs 1 lakh per annum, would also be entitled to the benefits of the scheme.
The state government has decided to make a budgetary provision of Rs 200 crores for this scheme under which SC/ST, OBC and economically weak upper caste students will be entitled to free higher education and their fees will be reimbursed to the universities by the state government, she said.
Earlier this week, the government had informed the
OBC students had taken admission in various courses of the university in 2007-08 academic session that ended in April. The fees range from Rs1600-2000 annually in undergraduate course and Rs 1,800-2,500 in post-graduate courses.
Consequently, the Lucknow University asked about 4,000 OBC students to pay up their dues and announced that their results would not be declared until they pay the fees.The chief minister said on Saturday that all results would be declared as per schedule and their government would not allow the OBC student to suffer because of the ‘misdeeds’ of the previous government.
The zero-fee scheme, was actually introduced in June 2004 by the then UP Chief Minister Mulayam Singh Yadav for OBC students coming from families with an annual income below Rs 1,00,000.The government at that time had agreed to bear the fees of the OBC students.The state government first issued order for the zero-fees for the benefit of SC/ST students in 2006-07.A year later the government also decided to provide similar benefit to OBC students. However, no budgetary provision was made for the same.
After BSP came into power the government quietly rolled back the decision and said that there was no budgetary provision for the same.
However, realizing the plight of the students, Ms.Mayavati, the Chief Minister of UP, though the scheme was introduced by the previous government headed by Mulayam Singh Yadav, once again restored the scheme, for the benefit of the student community, pursuing higher education.
