Jammu,September 16 (Vijay Kumar) – Jammu & Kashmir Chief Minister Omar Abdullah on Wednesday said that work on the prestigious Mughal Road project envisaged by Late Sher-i-Kashmir to connect Poonch with Shopian through Mughal Road was one of the dreams of the great leader. He said that due to various delays and hindrances the project was left half way.
Omar while chairing Cabinet-cum-District Development Board meeting approved an annual plan outlay of Rs. 51.30 crore for Poonch district for 2009-10 besides Rs. 4.50 crore additionalities for several mega multi-crore projects to give boost to the development of the district.

He said that the government will approach Centre for giving it 100 percent funding under PMGSY like other similar road projects of road connectivity so that the state is also able to save its resources. Stating that the government is aware of the development needs of the district, the Chief Minister announced Rs. one crore for accelerating the execution of Deputy Commissioner’s office at Poonch besides Rs. 50 lakh for clearing the previous liabilities. Announcing Rs. 1.20 crore for sports facilities in the district, he said that Rs. 50 lakh will be spent on Sports stadium at Poonch while as Rs. 70 lakh was sanctioned for development of sports facilities in Surankote and Mendhar. He announced that funds for the Trade Facility Centre will be released by the Industries and Commerce department.
The Chief Minister also announced Rs. 20 lakh for upgradation of road network in the district. He said that matching state share has been earmarked for all centrally sponsored schemes and PMGSY projects so that works under flagship schemes are not delayed. He said that retendering of 21.75 km Sakhi Maidan to Kalai road will be initiated. He directed the officers to submit the Utilisation Certificates on time so that funds are released from the Centre on time.
The Chief Minister said that work on Parnai Power project to be completed at an estimated cost of Rs. 400 crore under State Plan will commence from April 2010. He said that the project will not only generate power for the state but will also give boost to employment and economic activities thereby transforming the development profile of the region.
He announced a separate Superintending Engineer Office, PDD to cater exclusively to Rajouri and Poonch districts for proper monitoring of power supply in the region. To strengthen Grid Station at Draba, he announced installation of a 20 MW additional transformer, adding that the comprehensive plan for upgradation of HT/LT network will be extended to the district.

The Chief Minister said that government is focusing on consolidation by providing staff to man the infrastructure developed under Health and Education sectors. He, however said that the demand for upgradation and expansion will be prioritized on need-basis.
The Chief Minister said that for the first time District Development Boards have been empowered to do inter-sectoral reassessment and allocation so that the funds are utilized judiciously. He said that the elected representatives will be taken on board while implementing schemes under State and District Plans besides Centrally sponsored schemes. He asked the Chairmen of all District Development Boards to take regular meetings to review the implementation of decisions taken in the meeting. He said that in January next year, he would himself take a comprehensive review of the plan implementation.
