Preemptive Measures to Avoid Backlash

Unruly tribesmen of Waziristan and rest of the tribal areas of Pakistan have lived in their mountainous regions without any formal governmental set up for centuries. Political Agents appointed by the government of Pakistan with the help of Khasadar forces implemented FCR laws on tribesmen to resolve law and order situations in tribal areas. These tribal areas are located on a two hundred-mile stretch along the Pak-Afghan border; tribesmen observe their centuries-old traditions in the name of Islam while resolving the disputes and other issues in their traditional Jirga System in council of elders.

the majority of tribesmen are illiterate and unskilled. In Dara Adam Khel, there is a tribal area weapon manufacturing industry, but the technicians working in this industry can only make pistols, rifles and copies of the G-3 rifle originally made in USA. The G-3 rifle is hand made and is an efficient weapon like its US original version. In brief, weapon manufacturers and weapon buyers in tribal areas of Pakistan cannot launch any attack on US soil due to lack of education, imagination and required skills.

According to international media reports, weapons used by Taliban militants are mostly bought from Tajikistan, Iran and tribal areas of Pakistan. According to BBC News, the AK-47 rifle made in Iran is quite popular among militants as it is a light weapon and can also fire grenades.

The presence of Arab, Uzbek and Tajik militants in tribal areas of Pakistan, and the wide spread belief of US CIA bosses that top leadership of Alqaeeda’s presence in North Waziristan is a factor which can become a source of potential danger for another major attack on USA. Ideological allies of Alqaeeda leaders are quite educated; Bin Ladin himself is an engineer, and through his riches he can probably arrange the required imagination, skill and weapons necessary for launching another attack on USA, and if he hides out in North Waziristan, his plan will be so secret and secure that neither US drones, nor Pakistani informers can detect it. Then the apprehensions of Mr. Paul Hayden boss of American CIA are quite weighty.

International media reports reflect that more the 50 percent of Afghan territory is occupied by Taliban militants and through earnings of the one billion dollar opium trade, militants are buying weapons from open market to fight US-lead NATO forces in Afghanistan. Southern Afghanistan is under occupation of militants and can also be a secure hide out of Alqeeda leadership. Realistic analysis of the whole situation on the part of US CIA bosses is needed at this hour. US drone attacks in Waziristan tribal areas, ISAF incursions in that area, and Pakistan security forces operation in Swat and Bajure tribal areas is causing uproar in public against killings in the civilian population. The recent attack on the Marriot hotel in Islamabad reflects the inability of the administration in Pakistan to block reaction from militants. Pakistan’s ability to coup with militants under civilian rule will be enhanced provided Admiral Mike Mullins statement that a long term commitment with Pakistan is required to meet the challenge posed by militants through Pakistan’s security forces is taken seriously by US administration and congressmen.

Backlash of direct US incursions in Waziristan will weaken the civilian rule in Pakistan. Enhancing the capability of Pakistan’s security agencies to take preemptive measures against militants is also required to avert the danger of mass scale attacks on US-lead NATO forces in Afghanistan and within Pakistan. President Karazai of Afghanistan in his press conference had submitted that militants had killed the majority of Afghan educated people, lethal Taliban ideology can result in the same situation in Pakistan if preemptive measures are not taken against militants in a speedy and efficient manner.
