No doubt in the aftermath of the shocking death of a medical student due to ragging in Himachal Pradesh (HP), University Grants Commission (UGC) has decided to issue stringent regulations to prevent such acts in future in educational institutions. But the thing required at this juncture is proper implementation of all such regulations in true sprit to prevent such incidents from happening in the near future.
The death of Aman Satya Kachru (19), a first-year student of Dr. Rajendra Prasad Medical College in Kangra last week had sent shock waves across the country and many parents who were planning to send their wards to other states for studies are now a days living under fear psychosis.
Three days later, an agriculture student in Andhra Pradesh allegedly tried to commit suicide after reportedly being forced to dance nude by her seniors.
For the past few years ragging in educational institutions has taken its ugly turn due to which juniors and freshers are being forced to do such things which an educated society can not permit. Such incidents also expose that what kind of seniors the society has in the prime education institutions. Such seniors who treat their juniors even worse than a slave are emerging as a major threaten to the future of society, industries and institutions where they will serve in the near future.
There was a time when freshers and juniors were handed over by their parents to their seniors so they could learn manners and seniors can protect them as their parents do, but the present day seniors (if not all but few) have made seniors-junior relationship ashamed. After analyzing and seeing the acts of present day seniors, one can make out that how responsible seniors our juniors have and what mentality they possess. Due to this attitude of few seniors, the senior-junior relationship is fading fast, which is required to be protected for a healthy educational environment and progressive society.
This all needs to be urgently checked otherwise parents will not allow their wards to go for studies in other states.
Though the regulations are likely to be finalized by the first week of April, but will such regulations implemented by all the education institutions to save shocking deaths like that of Aman Satya Kachru, and other such ragging victims which is being reported is on rise for the last few months or will just remain only an order on papers and such incidents will continue?
It is good gesture that the Commission has also decided to have wider consultation with other statutory bodies like AICTE, DCI, NCTE, PCI and Medical Council of India to check such shocking deaths in the near future.
Besides, Commission would convene a meeting of these bodies along with Chairmen of the Sate Councils of Higher Education and State Education Secretaries as all of them have an important role in prevention of ragging in institutes of higher education.
Relevant to mention here that the existing UGC guidelines on prevention of ragging were issued in 1990 afterwards no amendments were made keeping in view the present changes and challenges.
No doubt there are some anti ragging measured in all the educational institutions across the country but the thing which is lacking is proper implementation of such existing norms and regulations besides the absence of anti ragging checking staff.
The need of the hour is to implement all the existing norms and others which will be the outcome of UGC meeting with other statutory bodies like AICTE, DCI, NCTE, PCI and Medical Council of India. All the education instructions should constitute the anti ragging teams and they should be made accountable for any sort of ragging in the education institutions so like Aman Satya Kachru, others can not be forced to take extreme steps to end their lives.
