Jammu and Kashmir: Dr Muhammad Ashraf Bhat,Consultant Department of Health, SPM GMC allegedly that due to ineligible officials posted unlawfully at the helm of affairs the drug scams are obvious. Citing example of incumbent Director Health Services Kashmir, Dr Saleemu Rehman, he said that out of three basic requirements to become director is missing in the case of Dr Saleemu. After wondering from pillar to post for justice and truth, Dr Bhat failed even in getting justice from CM’s grievance cell, he said adding that he has been ignored and side lined for the reasons known to authorities itself.
He added”I also made a compliant to Chief Ministers JK Grievance Cell with compliant no 30341 dated 20.03.2012, and in its final disposal by the Health Department on 14.06.2012 after exercise of 86 days, agreed that “since Dr. Ashraf Bhat is A grade specialist, However, Dy. Director, he could be placed as DHSK, Moreover, there is only one post of DHSK which is presently filled up”. They have called the temporary stop gap/adhoc arrangement by the most in eligible candidate as filled up, so accordingly was again represented by a fresh compliant no 33034 dated 02.07.2012 and disposed on 13.12.2012 as “The post of DHS is filled up by the cabinet after clearance of selection Establishment cum Selection Committee and for which DPC is not required.
The post of DHSK is being manned by one Dr. Saleemu Rehman, He was made DHSK after clearance of establishment cum ion committee. The issue raised by the applicant in his compliant are false and without any basis, Actually, the applicant wants that he should be made DHSK, But he is not eligible for the post as neither he is senior consultant nor he holds the post of Dy. Director which is mandatory for becoming a Director rather he has remained posted in GMC Sgr. Since his initial appointment and has never served in Health Services”. The contradictory statement by the Health Department speaks volumes of the working of the Department and also the authenticity of the Chief Minister’s JK Grievance cell. The system of working is worth seeing that the complaint was forwarded to the I/ C Director against whom the compliant was all about so the reply given was anticipated”.
He said blaming only one person for the menace is not justified as people rather DHSK might have shown enough wittiness to detect the fraud but being incapable in doing so due to inexperience and ineligibility paved way to spurious drug scams. He said that there are chances of another big scams which would only come to fore after doing through probe. He added that according to reports antibiotic drug scam is merely a tip of ice burg.
