The region in which the Maratha power grew was the hilly region of Maharasthra. The natural environment here had given the Marathas the qualities of self –reliance, perseverance, simplicity in life, agility, valor and self –respect. The social pressures strengthened their martial traits. During 14th centaury, the rule of the Seunas (Yadavas) had ended and the people had been subject to the rule of the Bahmanis and later of the Deccan sultans. People were unhappy about this. This resulted in the loosening of their social restrictions and to get untied. In this social process, work of the saint poets like Jnyandeva, Tukaram convinced the people of the need of `Swarajya’. `
Shivaji had a cabinet of the eight ministers called `Ashta Pradhans’ with Peshwa as the head. He arranged collection of land revenue directly from the presents. The officers were paid salary in cash, and he did not issue them lands as Jahgir. Only those qualified were appointed to administrative posts. Shivaji enforced discipline in the administration. He respected women belonging to the enemies in conquered regions. He had the infantry, cavalry and also a naval contingent. Army was trained for querilla war. He was tolerant towards all religions. He rendered financial help to Muslim saints and Scholars.
