BHARATIYA MATDATA MANCH”S APPEAL TO ACHIEVE THE ULTIMATE AIM,OF DEMOCRACY :VIZ,
Bharatiya matdata manch is an initiative of a common man to raise his voice for his dignity, participation and his rights in all at spheres of life, and to get rid of the rotten unmeaning full structures of the democratic institutions.
The five points which the Bharatiya matdata manch has proposed for the sake of healthy democracy and to save the right’s of common man are as follows –
RIGHT TO RECALL
People should have a right to recall the representatives if they feel that they are not performing up to the mark.
The republic of India saw it’ first general elections in 1952 under the provisions of peoples representation act 1951.The experience up to the constitution of the 14th lok sabha is that most of the peoples elected representatives only reappear after five years when the next election comes. The people who voted for them feel guilty of having voted them and also neglected.
Right to recall is a constitutional weapon in the hands of common man which is bitterly needed for uplifting the electoral process and constitutional procedure.
RIGHT TO REJECT
People should also have a right to reject the candidates if they feel that the candidate is not worthy
This must be looked upon as a constitutional measure to make the electoral process more meaningful.
A fact – Provision 49(0) of the local representation act 1951 states that the voters have the right to reject but it is not in practice.
50% AND ABOVE MANDATE SHOULD BE COMPULSARY FOR A WINNING CANDIDATE
In our country the democracy has seen a lot of up’s and down’s .The Mountbatten plan from 1947 to 1952 and then the local representation act 51 from then onwards till the formation of the 14th lok sabha, communalism and castism played a decisive role and the division of the society led to a pseudo democracy in our country. The previous experiences point out that the politicians have used the communalism and castisim as the tool to achieve their goal and they were also successful .The data shows that the castist vote bank is somewhere around 17.3% – 21.6% as well as the communal vote bank is around 22.8% – 27.2%.
If 50% mandate is made compulsory it will ultimately send these antidemocratic forces on the back foot and only the pro-people forces and individuals who have faith in the democracy and democratic process would make way to the houses hence saving the dignity and the values of democracy.It is needed that 50% and above mandate should be made compulsory.
THE M.P.,M.L.A. LAD FUND IS THE KEY TO INSTITUTIONAL CORRUPTION THIS SHOULD BE STOPPED IMMEDIATELY.
There are three pillars of Indian constitution. THE LEGISLATURE, THE JUDICIERY AND THE BEAUROCRACY. The M.P,S and M.L.A,S are voted in to make pro people policies and plans and the beaurocracy will give it a practical shape .But since the M.P.,M.L.A lad fund was constituted by the Narsimha Rao government in 1991 the peoples representatives are misusing the funds and it is leading to corruption and wastage of the public funds which could be used for the betterment of the lives of the people of our country.
Voting should be made compulsory for every citizen
The 15th lok sabha is about to be constituted .The data from the year 1952 – 2004 shows that a certain section of the society which enjoys all the benefits of a democracy doesn’t caste their votes. They only sit in their air-conditioned drawing rooms and discuss about the democracy. They should certainly be framed for not participating in the process .By making the voting compulsory the percentage of votes could also be increased which will lead to sidelining of the anti democratic forces hence giving democracy it’s glory, dignity and it’s original glow.
