Social Welfare Ms. Sakina Itoo while addressing at a function said that Government is working whole heartedly for the welfare of the disabled section of the society. She said the number of disabled persons of the state has been tentatively surveyed 3 lakh and government is providing pension to 1.22 lakh such persons under Integrated Social Security and Indira Gandhi National Disability schemes in the State. She said a proposal has been moved to enhance the pension of physically challenged persons to Rs. 500.

Zahida Khan, Special Secretary Social Welfare Department, Kichloo, officers from Social Welfare department besides President, Vice President, General Secretary of the Federation, representative from Amway Opportunity Foundation besides were present on the occasion.
The Minister said all the citizens are under moral obligation to extend help to such persons even as she directed Anganwari workers and helpers to identify such persons in their respective areas for bringing them under social security and other welfare schemes of the government.
Stressing the need to sharpen talent of the disabled especially the blind, she said that blinds are born with sharp wits and sharp mind. She announced six- month vocational training programme would be started at
Referring employment opportunities in Government department for blind persons, the Minister said that recruiting agencies like SSRB and PSC have already been asked to reserve the quota for physically persons as per reservation norms. She said the committee set up earlier would be asked to submit its report in time bound manner, adding if need arises a new committee would be set up to look into the problems of blinds of the State, she maintained.
Ms Sakina said Government would provide low interest loan to those who want to go for higher studies in and outside the State. She said ManagingDirector, Women’s Development Corporation has been asked to visit the school to take stock of the problems of these needy persons.
While speaking on the occasion, Mubarak Gul said that the purpose of observing the day is to work for this section of society. He said that need is to give special attention towards the persons physically challenged to imbibe them that they are a part of our society.
Referring the role of Mother Terisa, Gul said that her social services would be remembered for a long time to come. He said Mother Terisa took the problems of others as her own problem and worked wholeheartedly to remove the miseries of the people irrespective of region and nationality.
Encouraging the activities of the blinds, Gul said "God helps those who help themselves" adding that the Chief Minister, Omar Abdullah has great compassion with physically challenged persons and assured for every help from his office.
